TUNING HELP?

I have a question for all your peckers that were mini before mini was miniature mini. I am have problems with my bike, I cant get it to start, I cant see it, I cant ride it, I cant wash it, I cant look at it, I cant blow cash i dont have on it! It is getting to be a problem. I think it might be the carb. Any ideas??? See attached photo for possible mini thief.

I have reason to believe that picture is in fact the mini thief.

Or its some big tattoo'd minbike builder that is lagging.
