this will make it easy for an inexperienced tuner to gain some knowledge, and maybe save some headaches caused by overlooking simple gremlins.

before even playing with the jetting:
make sure the valve clearances are in spec
make sure the air filter is clean, lightly oiled, and installed
clean the carb, checking jets and all orifices for restrictions before changing anything. even a new carb can have junk in it
dont try jetting a cold engine
